@AndroidVageta: Rayman Legends and Sonic All Stars Racing Transformed. Both games sold much better on the Wii U - a console that had a 4 million install base at most when these games released - than they did on the PS3 and 360 - both consoles with install bases in the several dozens of millions of users.
I think this shows that Wii U users, in general, are looking for different types of games, and COD Ghosts doesn't scratch that particular itch.

And it's a fact that the Wii U's launch lineup had more high-rated exclusives than both the PS4 and Xbox One.

Actually, Wii U sold about 4 million on its first year... which is, incidentally, what the PS3 sold on its first year, or close to it.
If things were as simple as you put it, then the PS3 should have sold 28 million units in the 7 years it's been out... not 80 million.

Yes, Nintendo "milks" Mario as a mascot. However, the several IPs they have based on Mario are all wildly different, and of those, they usually make only ONE entry per console generation. Two, in very rare occasions.

What you say isn't entirely true. If they wanted to, Nintendo could have made a console much closer in power to the PS4 / XBO than the Wii U.
All they needed to do to achieve that, was make a console with a traditional controller. A considerable chunk of the Wii U's cost resides in the gamepad alone. If they didn't have to use said money for the controller, that could have been allocated to more powerful hardware.

That's not the case. Nope, Nintendo wants to reach 9 million consoles sold in LIFETIME sales, as in, total Wii U's sold since launch.
So far, the Wii U sits at a bit more than 4 million consoles sold, total. That means that Nintendo needs to sell a bit less than 5 millions before...
You know Nintendo sold the vast majority of its Wii U lifetime sales (as of now) in their first month of launch, right?
