I'm sure that plan was always in the cards. We'll see at least two more entries in the SFV franchise. It's Capcom we're talking about, after all.
I really wish it wasn't the case, but it really feels like Capcom left half of the game on the cutting room floor, either for the sake of selling DLC down the road or to meet some arbitrary deadline. In any case, I really hope they make the needed changes to make it a worthwhile experience down the road. The framework is there, but next to nothing else.

@hoffman I've got a Neo Geo 4 slot big red with over 50 MVS carts, a Capcom Q25 candy with a stack of CPS-2 and JAMMA PCBs I rotate between, a Super Neo 29 candy with a 2-slot MVS board, a Donkey Kong JR, an Area 51 / Maximum Force combo cab, a deluxe House of the Dead pedestal cabinet, a JAMMA conversion cabinet with Soul Edge and another Neo Geo 2-slot in a conversion cabinet.
Seriously. I've got pretty much every worthwhile retro console out there and 8 arcade cabinets in my house. If it weren't for review work I'd absolutely say I play them more than any of my current lineup. Fun is timeless, and to argue otherwise is absolutely absurd.

@JackBNimble - That's exactly where I'm at with this, and the fact that the price hike kicks in just before the first piece of DLC releases mean that, embargoes permitting, many gamers may not be able to hear if the first batch of content is any good if the want to get this while it's much cheaper. The timing just seems very suspect.
Here's hoping. Dying Light did something similar ahead of The Following's release, but when you consider Dying Light: The Following - Enhanced Edition retails for 60 bucks and includes the core game, DLC and a host of improvements compared to Fallout's $60 price tag and potentially $50 DLC cost, there's almost no comparison. It seems like a cash grab.
Always wanted to pick this hack up but never got around to it. Maybe I'll toss that in the cart along with the recently released Lost Boys hack today.
