From the interview that's link in the article it sounds like PS3 will get PC-generated user levels through steamworks. Sounds like Xbox might miss out till MS allow steamworks on their system.

PS3 version is £32 everywhere I've seen and £26 for pc. Showing as £29 on steam
I buy 95% of my games new so don't have a problem with this.
Did you play the first one? If you did then it sounds like you shouldn't get it. If you haven't you should play portal 1 first. The orange box is dirt cheap now for console or steam for pc/mac.

You might have a problem with that. From what I've read your not really getting 3 copies of the game. Your getting one copy that can be Played on 3 systems. In other words you can only be logged in to steam on one system at a time so no co-op like that. It does however support split screen so there is always that option.
Price should never factor into a review. What do you mean by short "low on content" experiences (I'm only talking about half-life 2 as never played L4D) I'd get what you mean if you said short experience but the low on content thing doesn't make any sense with a valve game for me. I suppose everyone take what they want from a game and for me it's all about story and this is something valve do very well. Take portal 1 very short game with no real story told to you but...
