No system is ever guaranteed of "handling" any given resolution at a particular frame rate. People not realize that the assets and computations put in play vs. the capabilities of the system are what determines the end resolution and frame rate?
Exceeding the capabilities of the system in exchange for graphics and processing is what results in resolution and frame rate drops.
If you wanna blame anything, blame the devs for these things ...
