Imo closing Liverpool studios that time was not justified, it's not Liverpool studios fault that Wipeout Vita not selling well. The damn vita sold so badly only 6 games cleared 1 million sold and no games managed to sell 2 million in Vita. Sony sould've given them chance to develop game for PS4 instead blaming their studios for Vita failure.

Square Enix actually have pretty normal expectation to their AA games, they consider bravely devault, octopath traveler, and trials of mana as success. Tomb Raider was AAA game with big development cost and marketing.
