I'd say the complete opposite. They were trying to get people hooked like an mmo without the vast content mmos add. Wow litterally added 1000's of hours each expansion as well as large updates. Eso has basically rewritten their entire game in two years while adding upon tons of new content and features.
Well those have been my fav mmos so wont speak for others.

You need to look at those perks. My two characters are vastly different. And no the high stuff in the special chart has some incredible perks. Perks can make you a 100% accuracy 1 shot kill vats player, to a teleporting mellee character, to a stealth character.

I think a few zones would be great to spike the difficulty so high it requires power armour. There are a few areas where my guy needed it. But I was a mellee character and he soak a ton of hits to get close to someone. So on those harder modes it's tough. Power armour is also handy for the glowing sea. You get rad suit but power armour is easier to find at the beggining.

Those attributes are still their. Just instead of numbers they are now perks.
You can still complete most quests in a lot of ways.
All quests at the end of the day boil down to fetching, delivering, protecting or killing something. Even a story like last of us I can boil down to it just being a delivery quest. I can use that logic with every game to make quests appear dull.

Honestly I haven't played online sense fallout. Now with 3 big RPGs dragon age, fallout, witcher I can finally survive on my fav genre for the rest of this console generation. not on these three games mind you but until more games release. Never played much online.
