Those are randomly generated quests. There meant to increase the life span of the game.
@sully yes it is a good thing as it gives you at least something to do when your done and maxing your character. That combined with the new base elements gives you a lot more to do end game. Their is stil more side quests than fallout 3(which had only 12 I beleive or less).
It is similar in terms of game play but the difference being they changed up far more than the souls games ever do. Plus there's a story. Without the story is the souls games it kinda feels like all in doing is killing monsters, again and again, and again without any perpose. Fun in the first instalment but now it's the 4th. And in those 4 installments there's been what 2 fallouts maybe less?
Now I'm not saying ones better than the other that's preferences...

Streamlined is good. Why would I want a bad interface that makes it seem "hardcore" but actually just a terrible user interface. Than one that helps me automatically.
The only other thing I could see is removal is removal of the skills. Which pretty much do what the damage increase perks do. Their still their. And in my opinion the new perk system is great

-1. Don't Rush the game it won't feel rushed. The companions have really deep and engaging stories. 30 hours and not even close to finishing the main story.

If you've actually played fallout you'd realize this is one of bethesdas least buggy games. They could not patch it at all and my game would just be the same. After 30 hours I have run into zero glitches. Only slowdowns are when it's loading for a sec that right back to 30 fps.
Play the game and than judge it
Fo3 biggest fault was the obsense of content. Besides the main story there wasn't much else to do. All the dlc combined with it made it feel complete with content however and I enjoyed it a lot more in that state.
New Vegas was a lot better.
Fallout 4 was better than Vegas.
