Taketwo also owns the NBA2k games, and WWE games. Consider how those franchises are doing and know that without the old creative heads behind the old GTA games are no longer there to fight back on what stupid execs want to do to the project.

Xbox dev environment is annoying and often janky feeling. It's not a very nice software toolset vs the competition like steam/PS neighborhood/etc...
Then games also don't sell well because less people have xboxes
