the reasons the sales of this gen consoles are falling is because of the following reasons:
1. Prolonged generation(7th and 8th yr now), people want new experience, new consoles!!
2. Too many boring sequels(COD, Assassin's Creed,Gears of War, Halo....just Damn too many!!!) but not enough new GREAT IPs. There are only a few great new IPs(Heavy Rain,Journey,Catherine, Dark souls, Dragon Dorma)
3. Microsoft's focus on Kinect rather than some GREAT exclusive like ...

don't think it would happen, project like shenmue 3 needs lots of money. we are talking about at least 50millions.
let's do a simple calculation
lets say 100000 people will fund it. 50 millions/100000=$500
it can buy a PS4, 500000 people will reduce the amount to $100 which is more probable but 500000 people supporting this with $100, really? And to be honest, this type of game won't sell well in today's market.

It is understandable though. Imagine yourself in Iwata's shoes. Wii have been a phenomenal success.
