Because GT5 looks better, it's cool now to hate on Forza3, no matter how good the game is. I think kids are still butthurt over how it was "cool" to hate on ps3 at launch. The xbox fankids left a bad taste in their mouths

UC2 upped it in every single way you mentioned. Better AI, Graphics, Story, even the voice acting seemed a little more comfortable (though that is splitting hairs)
ND really stepped up their game.
BUBBLES! for saying the truth. It isn't a pretty world out there, it's business. And when the sales are just as high or higher for games that don't push the envelope for graphics (or even gameplay in some cases) there is little to no incentive for publishers to try and wring the power out of the 360 other than for it to be a pissing contest.

What difference would it make whether they released it on 1 disc or 2. They could probably load the blu ray with all kinds of documentary style footage or find some way to fill the space.
Either way, the whole thing is wrapped up in red tape that we don't have access to. Whether they might choose to release it separately or on one disc really doesnt matter unless they have the rights to do so. We in the gaming community don't know what kinds of deals were inked.
