Actually this would be the perfect peripheral. Imagine watching a movie or listening to music on your PS4. With a touch your arm can become a remote control (skip, rewind, volume, pause, etc - without interrupting your gameplay).
Or while playing a game, your "Pulse" controller vibrates and alerts you of a PM which it projects across your arm. Maybe you can even type out and send a RE right in the same space. Maybe it lets you check Twitter and Facebook right on you...
