The difference is that on a laptop; tablet; smartphone or webcam you can run custom software to see what every little piece of hardware is being used by your subsystems and how.
In other words, you can *catch* people trying to spy on you if you're savvy enough.
With Xbox being a closed platform, there is no way to determine exactly what/when you are being reported on.

OMG I know what you mean! It's just wrong and it tears at the player's mind, especially on the first playthrough. They detract from eachother - a good chase and having to whizz past powerups/collectibles.
