That's the reason why it won't be cheaper: You keep buying physical. The only reason PC has huge discount on digital is because physical has been pretty much left behind creating a lot less overhead cost for publishers. Until console ditch physical medium (can't happen until a global norm of having broadband and no data caps exist), then digital will never reach it's full potential in terms of financial savings.
Of course, as upscaling uses different filtering algorithms to stretch the images while trying to replicate the original image at the bigger resolution. Playing 1080 without upscaling is the equivalent to taking a picture and just stretching it out; it will end up being pixelated as hell.
