It is what it is. Expect more similar agreements and expect more third-party games on PS4 in general. Why? Simple math; PS4 has twice as many consoles in households as Xbox One. Devs often release PC games, and when they consider moving to console, they decide only to spare the effort for the one that can give more in return.

People shouldn't throw a fuss, and the reason they shouldn't throw a fuss is because the game needs all the time it can get for development. Halo has been lackluster for awhile now.
It seems like this review is sending a message: You don't let your game out to the public when it's broken. In many similar cases, this has been allowed to slide. But when they affect your experience so detrimentally, it's time to let developers know that this isn't gaming anymore; it's testing.
