The reason is simple. It's a scam. If cloud rendering have any real tangible benefits in terms of performance and image quality then the tablets will be doing it.
They have a huge mountain to climb. The hardest part will be getting publishers support for their SteamOS. Good luck getting EA, Ubisoft and Activision to climb aboard. These guys all have their own digital axe to grind and they're all fielding their own services on the PC.
There is nothing console like about this. Sony and MS have closed system where as Valve is open and the OS is free. It's basically a living room PC designed only to play games. The key here is that you can build your own Steam machine or you buy one of theirs and modify it, Valve doesn't give a damn, as long as it's running their OS.

PC games do not move like consoles. Sleeping Dogs completely bombed on the console then proceeded to sell 2 millions to date with help of the PC is an example. Because unlike the consoles there is no stigma of being lastgen, PC games like GTA 4 always scale up very well.
