Do you honestly think that 30v30 has anything to do with PSN? If anything it has to do with hardware, like the PS3's power and whatnot.
PSN and xboxlive can both take advantage of dedicated servers, which is what allows that many players. Battlefield Bad company 1 & 2 both had dedicated servers on both platforms.
As long as the hardware could take it, xboxlive could host 100v100 if they wanted.
I don't think so, insomniac has stated over and over that they like having the freedom to create the games that they want. Being a first party studio, they would lose some creative control. They don't want that from what they've said.

I've done most of the mini-games and they are AWESOME. Especially poker, you can get this outfit that lets you cheat at poker. It's hilarious if you get caught.
