In my opinion, an all-weapons wheel would have downgraded that
being-overpowered experience when dealing with lawmen, or enemies of any kind. (which I enjoy, as it gives a rewarding feeling when you are able to overpower them).

You are an edgy boy, aren't you? I don't need to play the games to see that one is focusing on what most fans asked for (a single player experience), and what most fans didn't ask for (a multiplayer experience).
Comparing this to Fallout 76, you can just see who is truly passionate about Fallout and who is not. It is truly marvelous how a non-official team of people came together to produce something that fans wished for.
They're trying their best not to outsource their work or divert money outwards. Thus, you will not see any remasters being made outhouse because a small percentage of people buy those.
As for the inhouse development, their hands could be full at the moment, or the suits, simply put, don't find a successful opportunity in it.

Scalebound had a lot of technical issues on stage, and the game seemed to have a rough time with its co-op mechanics not working as intended. It seems to me that it's either a game designer's vision not realised or a funding problem.

It seems that they implemented what Mike Pondsmith mentioned in a way for it to be a backstory for your character. And that you do have a character creator with skills to set. I just hope that before the game releases, they implement a third person view. I didn't understand what they meant the first time I've read the info.
Yah... I'm extremely disappointed in their choice, I prefer a third person perspective.
Also, the game is not as described by Mike Pondsmith in a recent interview, there is no more the choice of class types and characters, it's now only some V person. It begins to seem that the rumors that suggested that there were development troubles at CD Projekt Red are true.

Well, that would be 6 or 5 years of development for them.
A cyberpunk setting is, most of the time, associated with retro-futuristic settings and noir. But that's beside my point. My point was that it is evident that the employees' complaints were true, the vision of what the experience would be wasn't clear from the start (comparing the first trailer to this one, the artistic difference is clear).

The new trailer just confirmed that this game didn't have an exact vision at the beginning of its development. I like what I'm seeing of the new trailer, but it's more of a futuristic setting rather than cyberpunk.
You also need to watch Rick and Morty...
