You will be killed by any low rank player who knows what they're doing. Minigun has a long spin time before firing starts, which means even someone with a pistol can easily kill you if they act a little faster. That's why you don't see many high rank players "decimating" low rank players with the thing.
Buzzards spawn for everyone at the airport, Sandy Shores landing strip, on top of hospitals and at the end of one of the docks in the industrial area as soon as they hit Rank 42. If you want Frogger or Annihilator, they can still be found at the helipad area (which is a purchaseable property in SP) near the yacht docks that are close to the airport.

First they nerfed its payout from 9k to 3k and then with the halved payout nerf, it now pays 1.5k which makes it one of the most useless missions to do. Just do the "Out Of Court Settlement" mission Martin gives. Kill the lawyer but do NOT pick up the evidence briefcase but instead just get in his car, drive it to your garage and put it in, get out of the garage and kill yourself to fail the mission. Press R2 to quickly replay the mission and do the same things above until your garage is full. Then proceed to completing the mission and sell the cars whenever possible.
