It won't because the ps eye isn't a part of the dev kit like kinect is for xb1. Devs have to write code for voice and kinect makes it easier because it's already there.

Not only that but xb1 was built from the ground up for taking advantage of these features. That's one of the reason they went with ddr3 over gddr5. It's cheaper and better optimized for doing those tasks. together with that 8 gb of flash gives them plenty of flexibility for future improvements. Sony won't be able to keep up in that area.
