I pre-ordered my PS4 in February.
When magazines like EDGE report on this it's kind of 99% certain. EDGE have very close industry contacts and is very well respected in the industry.
Now things could change last minute but at this stage it seems that the plans are pretty much in the direction of always on.
It will be micro-transactions and day one dlc.
If you read the article you'd see that actually it makes no sense profit wise whilst being at the same time very anti-consumer.
Who actually gives a toss? One faceless suit will be replaced by another faceless suit and they will continue the process of reducing our consumer rights (by pushing digital distribution) and continue to find new ways to get you to pay for content that that should be part of the game in the first place (through day-one dlc and micro-transactions.)
And someone will always be there to justify it.

Never going digital while this is the norm.
When i can lend, trade in, sell and borrow digital copies, when the quality is high enough (with movies and music), when it doesn't take 3 days to download something, when ISP's ditch download caps and when there's a way to admire my collection on my shelf- only then will I maybe think about it.
I'm so not into digital that I've started to buy my music in CD format again.
Same thing was said about DLC and that has led to day one dlc releases and ultimately to micro-transactions.
Yeah and doing so change my mind completely. I could trade those games in, I couldn't lend those games to anyone and apart from the portability factor (that is the biggest driver for digital music sales) I can't think of a single tangible benefit over physical media and that's why digital games and digital movies will remain niche.
I don't even want a console that is digital distribution only. I want physical media for my games, for my movies and for my main copy of my music.
I'll never buy a console that is cloud only- I want physical media.
