On paper that makes sense. What I'm left wondering is how many "sqaure miles" was a road, or city block in each of those games.
Cause part of me feels like the scaling of the in-game assets to their appropriate to-the-mile sizing probably varied by quite a bit.

Also, I think they did a terrible job at sqauring the sizes to each other. They leave the SA map awfully shrunk. Doesn't size up the roads to roads.
They should've used the airports for scale
