The franchise is still property of Sega and Platinum Games.
Nintendo only has rights over the second game. As far as rights go Bayonetta 3 could go multiplaform or Sony/Microsoft exclusive.

GTA IV was great until the bank mission (which is the highest peak of the game)

The first Bayonetta was already a niche game on the 360/PS3. It's not going to sell even half of it on the Wii U.

For what I have seen so far of the game it certainly doesn't have the deep of Bayonetta's combo system.
I think Platinum Games is trying something more simple to win over the Metal Gear fans who don't have experience in this kind of games.
