Now that you mention it, Fifa 14 is coming to the PS2. Goes back to that whole money vault thing.
If you look at the Steam PC survey, then the average PC is a dual core with onboard intel gfx.
So if you want to swim in money in your vault with a big dollar sign on the side, then it's probably best to make the game work on average PCs.
Remember the argument of "I live in America, have a fast internet connection and own a PC that'll make ILM blush, therefore everyone lives in America and owns these things" is fallacious.

I agree, it wouldn't be wise financially to discard all the work they have already done with the Xbox One version. Also to cancel the project will surely alienate themselves from MS.

CD Projekt is militant anti-DRM advocates, just take a look at GOG.com. When asked about the DRM of the Xbox One, they mumbled and murmured an inconspicuous response.

Actually their path to redemption started as soon as the Xbox One reveal was over. Until now they have only reinforced the concerns by revealing the DRM and Kinect scheme.

It would be irrelevant if the Steam survey is not indicative of the average PC of people who play games. You are implying that people who play Fifa is in a totally different PC demographic. If you can provide evidence that the 0.29m people who bought the PC version of Fifa 13 is in another demographic, then go ahead.
