It means that people selling to minors are lawbreakers and should quiet people such as The Deranged Lawyer(don't mention his name!).
If it's illegal to sell mature games to minors he can't complain about it on developers but rather complaining on stores, such as Best Buy, or even ESRB for not giving it a high rating enough.
