If its up to the developers, then there probably won't be many games that have modding available... For either system PS4 or XB1.
As of right now PS4 has 4 top spots on amazon top 20, with the PS4 watch dogs bundle at #1, PS4 battlefield bundle at #3, standard edition PS4 at #4, and PS4 KILLZONE shadow fall at #11.

Of course there will be strings attached, they have to look for people ripping off other licenses, they have to look for mature content, and I'm pretty sure you need to be connected to a PC to develop games, I don't think you can just do it all from the console itself, and you probably need windows 8 on your PC as well.
I wouldn't get to excited for it until everything is known, and they actually put it out there, MS doesn't always follow through with there promises......
MS saying there going to do something is different from MS actually doing something.
I'd wait till they actually roll it out and make it available, before getting to excited. But if true it could be a cool feature and actually might turn a normal gamer into a well known indie dev.
The real thing is using all the power, so I hope all devs get a chance to use it all because there are so many great teams out there, I can't wait to see what's coming.

Well as it stands right now XB1 can only hope to be equal with indies on PS4, Sony has already proven they have a strong relationship with indies, and indie devs have been on record saying how much they love sonys indie program.
If MS developed the same level of relationship with those devs it can only help XB1...

Ps3 was reported at 78 million sold while Xbox was at 77 million, since that time 360 has not outsold the PS3 in any month for world wide sales, making it impossible for the 360 to have reclaimed there sales lead over PS3.
