Its more than likely that the Microsoft deal includes full exclusivity for the first game. But they have the freedom to do what they want for the future. Of course I'm speculating. Who knows. Maybe it will come to PC later?

The Xbox one is powerful. Just not as powerful as ps4. But its hard to plan not knowing what your competition is doing while still trying to profit
