Probably because they're based off of 10 year anniversaries, and Halo 2 Anniversary Edition would have to release in 2014 for it to be 10 years.

Anyway, story, dialog, characters, combat, graphics, sound, controls, I'd give to The Witcher 2. Open world, choose what to do etc., loot, exploration, lore, I would give to Skyrim.

Yeah, I'm sorry, but the PS3 crowd really over hypes the list of exclusives and how amazing they are. To be honest, 80% of them, just like on the other two consoles, aren't really that great. I've owned plenty of them, but I wouldn't say they're better than many multiplatform games just because they're made by Sony.

More like developers want to cater to consoles that are 6 to 7 years old because it is a good market for revenue, therefore a lot of the PC titles are shafted as console ports. This has been proven with Battlefield 3, as it was developed from the ground up on the PC, and it most certainly looks "next gen".
Any remotely good $150 GPU in today's age would be sufficient enough to generate a significant difference. That, and more RAM.
