It truly depends on the person that is picking up an item. Lets look at the Ps3. At the time of release Ps3 was the most inexpensive player out there. So instead of picking up a $1000 blu-ray player people had the option of paying either $500-$600 for the ps3 which as we all know play blu-ray. With the ps3 you have the added privilage of playing games vice versa for the gamers.

for a game with no real release date. I say its about 80% close. But they still have plenty of time to work on it. I say the final version will be 90% to video maybe a small amount more. It will never be 100%.

crackdown went for a comic book style approach hence the "Cartoony" look.
This game just seems so blah. Its got the sandbox city and superpowers of Crackdown. As well as the choose be the bad guy or be the good guy of so many other games.
