The fan is bigger because if it wasn't the cpu would burn itself out because it overclocked beyond it's capabilities with the stock fan.
The only thing "custom" about it that made it more expensive was they had to add channels for es ram which is some very fast memory.
Therefore the channels are costly to add as well.

The ps4 version still runs at double the frame rate...if you disagree with that you're a blind idiot. it can be googled in about 2 seconds.

the citroen gt, nissan gtr, this car and MANY others have been designed and built into production cars with the gt team in some way.
Forza has not. the best they've had are announcements of cars alongside the game. Which GT has had done as well.
