I don't think so. The roots of the PS2 game The Getaway were very prominent in Team Bondi's LA Noire. It was most of that team and their evolution in facial animation was a step above PS2, even though if you go back and look at cutscenes from The Getaway today, they still look pretty amazing. Actually, "Spring 2018" means that it could launch in May 2018 so I wouldn't call 29th May 2018 "early 2018". Why would I say that? How could it possibly be out sooner when they refuse to even give a single screenshot update on the game. There is no way that game is going gold in Feb next year.

When games are done right its fine. Infamous Second Son, out almost 4 years ago, is visual eye candy and still better looking than just about anything on Xbone at the moment.

Kingdom Hearts III would be better for the VGA's though given its multiplatform status. People seem to forget about that one, its on 7th December and it will have world premieres too. Hopefully Elder Scrolls VI will be there. :)
Rockstar do their own thing with their games, they rarely show something at a press conference. Kingdom Hearts 3 is also nothing special for a PlayStation conference and Square usually looks after it themselves.
