It's simple really; Russell clearly had a project that nobody would greenlight, so he tried to have it greenlit under the pretense of being about an existing franchise. Sony saw through the smoke and mirrors and he left.

If I recall there wasn't really much in the way of risque scenes at all in the Sims regardless of which gender your character preferred, so it's not too surprising that it went unnoticed.
Personally I hope it's a timed exclusive, t would be a damn shame for some to miss out on this.
Think about it. The console has sold millions, and there's no way the average consumer would purchase that many games for it. Not even the 360/PS3 gets that much, not by a long shot.
