They follow market demand. It's that simple. The rumor is $400, which seems reasonable. I doubt they'll try to introduce a two-tier console market by raising the price to $600 or thereabouts.
The consoles were and are marketable products. They were as powerful as they had to be and were a significant leap over the previous generation. They satisfied gamers as evidenced by their success. That's the only proper standard to hold them to. Whether they meet arbitrary graphics standards like 1080/60fps is irrelevant.
There was a story recently that pointed out a series of statements to the effect that Sony has been considering this for awhile.

Absolutely, IF you want to be competitive in ultra competitive servers, you'll have to upgrade. But that's true of PC gaming as well, so isn't a reason to favor PC gaming over console gaming. It simply removes (so we speculate) the current enforced equality in console gaming online multiplayer.
And as yet, there's no reason to think this marks a shift to a 3-4 year console lifecycle. We're dealing with rumors. And your calculation...
