MRSP prices are set by publishers. When the store is having a sale, they are taking a hit themselves, not the publisher. Stores do decrease the prices when the publisher asks them to.
In this case, the publisher told them they want $X as the price and they have to follow it. Sony only sets the price for their games, not 3rd party.
