Kinda surprising that no Switch version announced, considering that Bandai Namco and Arc System Works are both listed as 3rd party partners for Switch.
Microsoft is just as bad. Look at E3 2014 (I think it was) Microsoft hasn't released anything from that event yet, it has either been cancelled or yet to release.
The Vita (partially) was a victim of the PS4's success. When the PS3 was struggling Sony had to double down on the PSP. The PS4 never struggled for sales, so Sony just shoved the Vita aside like "Eh, we don't need this anymore."

I would certainly buy it on the Switch IF it comes. The article gets a few things wrong though, it states that Black Ops II was the last game to come to Wii U forgetting that Ghosts did as well. It states that the ability to link your Nintendo account on the COD website was taken away shortly after the release of Black Ops II.
