Nearly all electrical computer components have this extra yield. Especially CPU & GPU components. Always have done. Stupidly enough it actually costs the manufacturer more to remove them.
You make the highest yields in bulk of certain categories and then you disable or unuse a certain amount determined on what product is being used in. Their used as redundancy, there will be other sets made that use even less that will be used in other products & then the worst yieldi...
I don't think you've read the article properly. It's not 70w in standby, it's only 70w when it begins downloading something while in standby mode, it's variable.
I agree though I don't understand why it would go up so high just to download to hdd it doesn't make much sense to me, it kind of defeats the point of it staying in standby it may as well wake it up fully which would probably increase the download speed & help avoid any issues.
Might of helped them not to provide that video as from the video it looks like the only change is the contrast settings.
Although I don't care if it uses 70w if downloading in standby mode can anyone explain why a simple mundane task as downloading requires more power than the ARM chip can provide???
Surely the one & only thing it would have to do is power a simple HDD. Even the very cheapest of ARM processors can do this using under 5w! - as is proven with the cheapest of media streaming boxes.

I have a Samsung 256gb SSD in my PC as my OS drive & would never go back to a standard HDD but as soon as it goes below 30-40% free space it starts freezing up & showing artefacts on screen. Then after that it reappears every time you start downloading more stuff to it.
Only way to fix it is by restarting my pc & copying stuff across to my standard HDD.
It's worth putting up with the downfalls on a PC but I don't think it would be worth it...
The system runs at a confirmed 38'c raising to I think it was about 58'c under stress levels, obviously that will vary according to surroundings but there's little chance there's ever going to be overheating issues or excessive fan noise unless physically damaged.
I would choose raised noise level over the extra price tag & instability issues that a SSD would inevitably cause.

Most games have been locked at 30fps even on the PC even triple A games until this new buzz PR 60fps crap got introduced with next gen.
It's not a massive issue but now people are making a big deal out of it devs should be increasing it so I still have no sympathy for EA over this.
