the GPU isn't vega it just uses features of the Vega, just like with the ps4pro's 16bit flops.
probably not because that the cpu increase is rather minimal, it could definitely do native 4k but for a framerate bump you also need the cpu to support it.
ultra is confusing because it makes the console seem like it would have everything on ultra settings, thats at least how i feel with that name. becaue they aren't forcing devs with the type of upgrade then in my opinion their best approach is to make it seem like any type of upgrade therefor calling it plus.

dude i am someone who is actually hyped for scorpio, i just think that everything they said until the official specs were revealed were contradicting, is it next gen or mid gen? does a "premium console" necessarily require a "premium price" and etc.
2019 isn't late, 6 years after the release of the ps4 and 3 years after the pro, also means 2 years after the scorpio and probably a one year advantage before MS releases their next gen system.

well actually the main issue right now is crashes which seems to be from the cpu and the gpu being desynced. the problem is that the fix for this kills 50% of the performence.
