Consoles haven't really taken off in China because they've never really been part of the gaming culture there. There was a grey market before but it was never big or anything.
Microsoft lost money during their first quarter there as you would expect from any company gearing up to launch a product in a market where they hope to grow.

Do keep in mind that this is sales through official sales channels. So it doesn't include the black/grey market sales which account for a good percentage in Brazil for example.

It's hard to get accurate data on the LATAM market and so I've only written this today because I now have all the data at hand.
Dedicated handheld gaming is declining in a major way right now.
Mainly mobile is to blame. We've gone from an install base of 230 million dedicated handheld devices to around 70-80 million by the end of this gen. That's a huge drop and software sales have dropped considerably as well.
It's only going to decline next gen as well thanks to Sony exiting the market and mobile growing further.

I have to admit it. That's exactly why I wrote this.
It's clearly the best handheld made by far from a technical and design standpoint.
It's a shame that it was pretty much introduced to a market where it was dead from day one.
Certainly when you add the Wii into the equation then it's clear that there are less people adopting consoles this generation (as of today) compared to the same point in time last gen.
This is a trend that the industry as a whole has known was coming. The Wii had a very fast growing install base and a lot of companies were able to develop games to make bank off the Wii's success. The PS3 and 360 also did well and last gen there was around 270m+ installed base.
