Well most of the issues more than likely are because of the forced v-sync and minor emulation issues. If they could just get rid of the v-sync and fix the issues it would almost be perfect from the looks of it.
Well the other issue was nintendo, among others, did have a say to the game. Nintendo tried to get it on the wii virtual console as well, but the same issues came up.
If they put rare replay on both systems it would be great for all involved. Nintendo fans get to play old rare games that wouldn't come to the virtual console and microsoft gets games that wouldn't have come to the xbox one. Unfortunately i don't think that will ever happen :/

It doesn't even have to be AAA look at all the non triple A games sony released on psp. They had their big names and the little games. They haven't bothered to making either as of late.
Sony probably chose the cheapest studio and figured what could go wrong? Even though the studio has a history of shoddy ports.

Into the nexus was a 30 fps game and it played just fine. Maybe not as smooth as older ratchet games, but still good enough for me.
It does have it's issues for sure. The audio issues being the biggest one for me. Plus it definitely had issues with the framerate when ran from the hard drive. I installed it on the 4gb flash on my 360 and it will run much better.
I love their systems, but their practices can really upset quite a few. My biggest problem with Sony is the way the vita has been handled overall.
Considering Sony's third party productions history with vita ports like borderlands 2 and Disney infinity they have had plenty of time to figure out they shouldnt hire smaller studios and to qa the ports.
Sony published, made the decisions regarding the port and funded it. They should have chosen a decent port team or watched development closely.
You think sony would have figured out giving a game to a small team to port wouldn't work by now given the results of vita ports from the same sony third party group.
My best bet is they'll dumb down the graphics so far that it might not look as good as the last game, but it will play well enough. The company behind the 360 version has some experience with tomb raider, as they did the ps4 version, so i have some hope it will be an alright port.
They've had nearly 10 years of great games. If a person can't get a next gen console there are plenty of cheap games that people probably missed. The last gen had a longer time of quality titles than most gens before this.
It's just time to move on from them. There are also a ton of next gen consoles to make games on without the limitations of the last gen. There will more than likely be plenty of indie games and smaller games that will come out on them.
Even if the consoles could do games that were both 1080p and 60fps that looked great there would still be developers that will sacrifice the framerate for extra detail. It's just how developers are.
If they put a micro sd card in it i'd be happy to trade in my oled vita just to get rid of those vita memory cards
(Looks at firma studio's past work and loses hope) I seriously hope this isn't going to be bad as borderlands 2.
