Yeah, it would've been cheaper in royalties to AMD per chip and Sony's factories wouldn't go to waste. Like Cerny said, they could've made a easier Cell (there were already more powerful versions since 2008, look up the PowerXCell 8i). All the first parties really wanted was unified RAM and improved memory busses. It was the 3rd parties the PS4 as it is now.
For business: maybe.
For whiney 3rd parties: definitely.
