Yep, MS has been losing preferences with developers back and forth.
BUT i doubt its fanbase(Most at least) will mind as long as they have FPS for them to play they will be happy.

I wish I could look at both companies operations and see precisely where their budgets are being spent. But my guess is MS would rather publish than own, seeing how there are so many great people out there making games that need funding.
