It's no longer hard to find a ps4 in Japan. And yes, if Sony wanted they can manufacture and send all of them to Japan. It's good that they don't do that!

Simple economics of supply and demand. Japan is a mostly a middle class society and they have more than enough disposible income to buy a ps4 but they are not buying enough...
