Because Games are first created on PC! yep, you need a PC/Mac to do these things. Dev kits still have the same PC parts to input stuff! made from PC parts.
But, this is a good thing! you can optimize (this is the console word we all love!) the game to run as good or even better than most gaming PCs (Unless you have a lot of cash to burn!)

These games (FPS) sell and they will keep making them as long as people continue to buy them.
They can afford it but we as the consumer can not.

They most likely used funds from one project on another.
The business practice has been getting worse by the year.
Just take a look at how many companies that were doing good and sold plenty of games but went belly up!

consoles worked out well for me.
I only download when there is no choice. I prefer an actual disk/cart over digital.
