Lets clear a few things up.
You buy a game on PC.
You run your game. Depending on CPU/GPU. Your game will run at various fps. If you want to get a higher fps(lets say 60, you either trade off rez, or certain graphical effects(some are worthless anyway).
If that is still not good enough, you can always buy a new GPU.
Now Ryse runs @ 30fps, and lets say you have the game on PC also.
