I think it's because it's preparing this API update which is PSGL (PlayStation Graphics Library)/OpenGL ES Rewrite to "Mt Evans (DX10 equivalent)". Epic owns the Gears IP, Microsoft got the publishing rights for the first 2 games, the 3rd game (if it comes that is) can be on any platform Epic chooses, as Microsoft & Epic signed a 2-game deal.
