I dont think I have ever got a DLC that I could use on any other account than the one I bought it on. Also Last I checked majority of the DLC was region locked. Its only the actual games that are region free (in most cases).
Quite annoying for people who have relatives/friends using the same ps3 for sure...but its not new.
