Nobody's at fault on this. It was a procedural duty in the repair department. Probably the workers in the department can't even read or even talk in English so maybe the letter was disregarded. Remember repairs are cheaper outside of the US.

You can export all the PS3 contents into a external USB hdd or a sufficient enough size memory card/dongle. Restore it after you upgrade your new HD.
