1.) Sony has no software legacy handheld IP that matches Mario/Pokemon/Zelda or even Fire Emblem. Those are just too popular
2.) PSP was more 3rd party reliant and 3rd party is more interested now in other platforms
3.) Sony doesn't treat the VITA as THE priority platform. That would be the PS3/PS4. It's unlikely they'll do the "PS3 Turnaround" by pouring tons of money on their devs to make big VITA exclusives.

I enjoyed every main line dead space game. I just found the gameplay addicting.

It's the lowest entry device for some PSV and PS3 (streamed) games not to mention a sort of "Hot Spot" for PS4 local-wifi-streaming.
Not everyone owns a smart TV let alone a Sony BRAVIA smart TV.

VITA just doesn't have the mass appeal that can be found on Nintendo's legacy handheld IPs but worse, it's objectively doing worse in 3rd party support than its predecessor.
