I just assumed that the jaguar cpu cores in the PS4/Pro were just too slow to handle NMS in VR due the the 'procedurally generated' universe. NMS is heavily cpu driven.

BC to PSOne , PS2 & PS3 ain't happening. Each of those consoles run on different 'propriety hardware & software APIs which is why the PS4 can't do BC & only play PS retro via Gaikia/PSNow
Yes if It was fully supported up to 12 years like the PS2. But I really doubt the PS4 will be supported & manufactured till that point.
