The original Sleeping Dogs is NOT banned in Germany. It's just censored. Importing a Steam key or the console version solves this problem for the regular AND for the definitive edition.
Even if they IP blocked the launch of the game on Steam, it wouldn't be much of a problem due to VPN clients.
Also the title of the article is misleading.

It doesn't look "last-gen" but yeah, it looks unarguably worse than FH2 and DriveClub. That's the price you have to pay for a huge world like in The Crew.

Why exactly is GameStop so popular in the US? We have a shit-ton of gaming stores here in Germany and they are all cheaper than GameStop.
Both universes are pretty different and Elite's development time will be way shorter than SC's. The budget is also quite different (around 3m$ compared to 49m$).
In the end, SC will be a lot bigger and more complex but not automatically better.
edit: There's a good chance you'll be able to play Elite for over a year before SC comes out.
