So going by your logic games like GTA 5 and Witcher 3 shouldn't be released on PS4 / Xbox one cause they are not high end machines. Neither are capable of running the games at 60fps so they're stuck at 30fps.
The PC is the only real high end machine capable of native 4k/60fps+ and capable of 1080p/144fps which the latter my pc is capable of.

The pro is not 15 times more powerful than the ps3 as it still cant run open world games at 60fps. Witcher 3 is 30fps, GTA 5 is 30fps and even Skyrim remastered 30fps on the pro. Thats the harsh reality of the Pro, the jaquar CPU is trash. guess what? Ps3 runs gta 5 an skyrim all at 30fps too.
